Job Title: Project Manager – Property Maintenance & Capital Improvements
Toonen Companies Inc., a regional leader in the development, construction, and management of multi-family apartment communities is seeking an experienced and highly organized Project Manager for Capital Improvements to oversee the planning, budgeting, and execution of capital improvement projects across a portfolio of apartment complexes. The Project Manager will ensure all projects are delivered on time, within scope, and budget while ensuring minimal disruption to residents and property operations.
Key Responsibilities:
- Manage end-to-end capital improvement projects, including, but not limited to, exterior renovations, roofing and exterior siding, deck and balcony repairs/replacements, concrete and foundation work, drainage and water management issues, boiler and mechanical systems, and other structural repairs.
- Collaborate with property management to define project scope, priorities, and timelines.
- Develop and manage project budgets.
- Prepare project schedules, monitor progress, and adjust plans as necessary to meet deadlines.
- Manage bidding process, including drafting RFPs, evaluating vendor proposals, and negotiating contracts.
- Coordinate and manage general contractors, and vendors throughout the project lifecycle.
- Conduct regular site visits to monitor progress, quality control, and compliance with safety standards.
- Mitigate project risks, resolve issues promptly, and escalate major risks to leadership.
- Ensure all work meets applicable codes, regulations, permits, and community guidelines.
- Maintain accurate documentation including project reports, financial tracking, change orders, and closeout packages.
Qualifications:
- 5+ years of experience in project management, construction management, facilities management, or a related field.
- Strong knowledge of construction practices, building systems, and regulatory requirements.
- Proven ability to manage multiple projects simultaneously in a fast-paced environment.
- Excellent negotiation, communication, and leadership skills.
- Ability to travel to project sites as needed.

Leadership:
- Provide professional and positive leadership and mentoring to all on-site staff, promoting the core values and brand of the company and encouraging team and individual development through ongoing communication, training, and staff meetings.
- Establish metric-driven expectations for all management, leasing, and maintenance personnel and hold property managers accountable for performance and overall operations.
- Collaborate with Human Resources and the Senior Management Team to identify staffing needs and participate in recruitment and hiring.
- Participate in the development and implementation of company policies, procedures, and practices and ensure compliance across all properties.
- Regularly visit regional offices and inspect properties to ensure the highest standards are maintained; evaluate leasing, maintenance, grounds, and housekeeping performance and operations for compliance and efficiency; conduct random inspections of vacant apartments for market readiness.
- In conjunction with property managers, identify and communicate needed capital improvements to the Senior Management Team, along with costs and implementation plans.
- Ensure timely and accurate reporting by managers, including unit turn status, maintenance requests, and other key reports.
- Review, approve, and manage companywide maintenance relationships with vendors/suppliers, including service contracts.
- Control expenses by developing budgets, monitoring expenditures, and approving purchase orders and invoices above property manager limits.
- Develop and implement best practices and procedures to streamline operations and manage expenses to maximize net operating income.
- Work with Compliance to ensure adherence to health & safety regulations and applicable Fair Housing Laws.
- Coach and lead property managers and leasing staff on providing exceptional customer service and positive resident experiences.
- Assist in resolving complex resident concerns, complaints, and issues in collaboration with property managers.
- Must live in the Green Bay or Fox Valley area or be willing to relocate.
- Bachelor’s degree in Property Management, Business Administration, or equivalent experience.
- Minimum 10 years of progressive supervisory experience in property management.
- Accreditation through IREM (Institute of Real Estate Management) is a plus.
- Real Estate Broker’s License is a plus.
- Excellent written, oral, and presentation communication skills; strong listening and observation skills.
- Proven ability to lead effective teams and develop strategic solutions.
- Strong time management, organizational, and prioritization skills.
- Knowledge of current Fair Housing laws.
- Proficiency in Microsoft Office and major property management software (Yardi, RealPage, AppFolio; Rent Manager is a plus).
- Up to 75% local travel in and around Green Bay and the Fox Cities (Appleton); must maintain a valid driver’s license with an acceptable driving record.
- Willingness and ability to attend local and out-of-state training and conferences.
- Physical ability to inspect properties.
- High degree of professionalism and respect in appearance and interpersonal interactions.
